Study Says Self-Certification Can Be Scrapped For $7.5M
IBO Analysis At Lawmaker's Request
      A study undertaken by the city's Independent Budget Office found that the Department of Buildings' controversial self-certification program could be eliminated at a cost of $7.5 million a year. The results of the study were released on Wednesday, Aug. 20 in a letter to City Council Member James Oddo of Staten Island, who requested the analysis.
