Governor Says 'No' To Bills Passed By NYS Legislature

Affected Crime, Tuition Programs

Gov. David A. Paterson last Friday, Sept. 5 vetoed a package of 49 bills.

The package includes the following:

Peace officer bills

• A.9844 (Assemblyman Fred W. Thiele)/S.6841 (State Sen. Kenneth LaValle)—Regarding uniformed members of the Village of Southampton fire marshal's office;;

• A.9889 (Joe Giglio)/S.6891 (Catharine Young)—Regarding dog control officer of the City of Salamanca;

• A.10397 (Andrew Raia)/S.6545 (Joseph Marcellino)—Regarding uniformed court officers employed by the Village of Northport village justice court.;

• S.6847-A (Kenneth LaValle) /A.9861-A (Fred W. Thiele)— Regarding uniformed court officers employed by the Village of Westhampton Beach village court;

• S.7469 (Bill Larkin) /A.10509 (Nancy Calhoun)—Regarding uniformed court officers of the town court of the Town of New Windsor;

• S.5052-A (Stephen Saland) /A.5206-B (Amy Paulin)— Requires the Crime Victims Board to directly reimburse forensic pediatricians for forensic physical abuse assessments.;

TAP award bills

• S.1574-A (Frank Padavan)/A.1929-A (Ron Canestrari)—Authorizes adjustments to students. Tuition Assistance Program (TAP) awards after a semester has begun;

• S.3202 (Kenneth LaValle)/A.5986 (Marc Alessi)— Exempts diesel fuel sales to commercial fishermen for use in commercial fishing vessels from the motor fuel tax;

• S.8142 (Mary Lou Rath)/A.10644 (Peter Abbate)— Allows certain eligible members of the NYS teachers' retirement system to receive service credit for up to 200 days of unused accumulated sick leave;

• S.8290 (John J. Flanagan) /A.1310 (Richard Brodsky)— Requires MTA, N.Y.C. Office of Emergency Management, and Port Authority of N.Y. and N.J. to report to the Governor and the Legislature on weather-related evacuation capabilities;

• S.8485 (John J. Flanagan)/A.11506 Rules (Richard Brodsky)—Prohibits public authorities from entering into non-disclosure agreements;

• S.8486 (Catharine Young)/A.11537 Rules (Joe Giglio)—Enables the Bolivar- Richburg Central School District to repay, without interest, $632,735 in excess State Aid over three years through reductions from annual State Aid payments;

• S.8571 (Dale Volker) /A.11610 Rules (Mark Schroeder)—Limits the Erie County Fiscal Stability Authority.s oversight of borrowing by Erie County.
